A substance in a meta-stable state (activated substance) – generally, a substance that due to prior thermodynamically non-equilibrium exposure for some time maintains excessive inner potential energy at temperature equal to the environment temperature. For water and diluted aqueous solutions of electrolytes the most powerful of all such known exposures is electrochemical anodic or cathodic treatment.
